New Allocation of Duties for State Administrative Service Officers in Morena

Morena, July 13, 2026: To ensure the effective conduct of administrative operations and operational convenience, Collector and District Magistrate Shri Lokesh Kumar Jangid has determined a new allocation of duties among State Administrative Service officers posted at the District Office, effective until further orders. This order supersedes all previous work allocation orders. The new order assigns responsibilities—spanning revenue, magisterial functions, elections, public grievance hearings (Jan-Sunwai), disaster management, and various administrative branches—to specific officers to maintain better coordination and continuity in administrative work.

Key Responsibilities Assigned to Additional Collector Shri Ashwini Kumar Rawat

According to the order, Additional Collector and Additional District Magistrate Shri Ashwini Kumar Rawat has been entrusted with the responsibility of resolving appeal and revision cases under the M.P. Land Revenue Code, hearing cases related to illegal sand mining, handling matters under the Agricultural Holdings Ceiling Act, and disposing of appeals related to the Women and Child Development Department.

Additionally, he will serve as the Deputy District Election Officer (for general and local elections), First Appellate Authority under the Right to Information (RTI) Act, District Protocol Officer, Chief Executive Officer (Disaster Management), and Marriage Officer under the Special Marriage Act and the Hindu Marriage Act. He has also been appointed as the officer-in-charge of several important branches, including Census, Establishment, Arms Branch, and Food & Civil Supplies.

New SDMs for Jaura, Morena, Sabalgarh, and Ambah

Under the order, Joint Collector Shri Shubham Sharma has been appointed as the Sub-Divisional Officer (SDO) and Sub-Divisional Magistrate (SDM) of Jaura. Similarly, Deputy Collector Shri Ramniwas Singh Sikarwar has been appointed as the SDM of Morena, Ms. Megha Tiwari as the SDM of Sabalgarh, and Smt. Pratigya Sharma as the SDM of Ambah. These officers have also been assigned responsibilities within their respective jurisdictions regarding Nazul matters, rent control, public trust registration, land acquisition, the resolution of birth and death registration cases, the Senior Citizens' Maintenance and Welfare Act, and duties related to various festivals and fairs.

**Charge of key branches assigned to other officers as well**

Joint Collector Shri Ashok Singh Chauhan has been appointed in charge of Departmental Inquiry, the *Maafi* (Exemption/Grant) Branch, the SC Branch, Land Resource Management, Land Use Diversion, the Nazul Branch, and the District Record Room.

Meanwhile, Deputy Collector Shri Rajesh Kumar Sinha has been entrusted with responsibilities for Public Hearings, TL (Time Limit) meetings, the Grievance Cell, the CM Helpline, and the VIP Cell. Deputy Collector Shri Bharat Kumar has been assigned charge of Finance, the District Nazir Branch, Revenue Accounts, Relief and Disaster Management, the Right to Information (RTI), the Copying Branch, Rehabilitation, and the Public Service Guarantee, among others.

**'Link Officer' system implemented**

An order issued by Collector Shri Lokesh Kumar Jangid also establishes a 'Link Officer' arrangement for each official to ensure that administrative work remains uninterrupted and operational continuity is maintained during an officer's absence. The order directs all officers to discharge their duties in accordance with prevailing government rules, standing orders, and prescribed provisions.

Additionally, all Sub-Divisional Officers have been assigned the responsibility of acting as Protocol Officers within their respective jurisdictions. Departments for which no separate officer-in-charge has been designated will submit their files directly to the Collector.
